## Is Your Home Inside the City of Boca Raton? Check This First

A Boca Raton mailing address does not put you inside the City of Boca Raton. The city covers about 29 square miles and held 97,422 people in the 2020 census. Large areas with Boca addresses, including Boca Del Mar, [Boca West](https://www.directcoolingfl.com/service-area/west-boca-raton/boca-west) and [Century Village](https://www.directcoolingfl.com/service-area/west-boca-raton/century-village), are unincorporated Palm Beach County. The Property Appraiser codes every parcel: code 06 is the city, code 00 is the county.

That code decides who reviews your AC permit, who inspects the work and which forms apply. Inside the city, an [AC replacement](https://www.directcoolingfl.com/ac-replacement) goes through the City of Boca Raton building department and its eHub portal. In unincorporated Boca it goes through the county ePZB system. We read the parcel record before we quote a replacement, so the permit is filed with the right office the first time. The city side is also where Boca Raton began. It incorporated as Boca Raton on May 26, 1925, during the Florida land boom, with Addison Mizner as town planner. Mizner's Cloister Inn opened in 1926 and is now the Boca Raton Resort and Club. The neighborhoods that grew up around it, from Boca Raton Square to the Riviera, are some of the oldest air conditioned housing we work on.

Symptoms we see in the city

## Signs Your Boca Raton AC Is Struggling, and What Usually Causes It Here

If your east Boca condo or 1960s house is cooling slower than it used to, the cause is often tied to where and when the building went up. These are the patterns we look for first.

### Flaking fins and rusted cabinets near the ocean

Carrier notes that salt can travel up to 2 miles inland. Everything east of the Intracoastal, and much of downtown, is inside that distance. Corroded coil fins lose heat transfer long before the unit stops running.

### Water at the air handler closet

Condo air handlers sit in closets next to finished floors. A clogged condensate line or a failed overflow switch shows up as a wet baseboard or a ceiling stain in the unit below.

### Long run times in a 1960s ranch house

In a house built before 1970, the ducts may be original and leaky. Florida Solar Energy Center testing found that a 15% return leak from a hot attic can cut delivered capacity and efficiency by about half.

### Rooftop units on low-rise buildings

Rooftop package units on older low-rise buildings have to be secured on curbs or engineered stands when they are replaced, which changes the scope of the job.

### Problems that start when owners are away

Only 42% of city condo units are homesteaded, so many are second homes. A system set wrong for a long absence can leave a humid unit and a drain line full of growth.

### A unit that will not start after a storm

After summer lightning we often find a tripped breaker or a failed capacitor. Trane advises having a professional check a breaker that has tripped rather than resetting it again and again.

City permit process

## How a City of Boca Raton AC Replacement Gets Permitted

A replacement inside city limits follows the city's own checklist. These are the steps, using the city's published forms.

### Registered contractor

The city will not issue a permit to a contractor who is not registered and current. Ours is BTR-001362.

### Online submittal

The city's checklist calls for a mechanical application and an electrical application, submitted online, with every sub trade application in before the permit issues.

### Replacement data form

The city's form lists the old and new equipment: SEER, tonnage, refrigerant, heat strip size and circuit sizes, with an AHRI certificate. A sizing calculation is required when the old unit's data is missing.

### Notice of Commencement

A certified Notice of Commencement is required on a mechanical AC change-out permit valued over $15,000.

### Final inspection

The city inspects the change-out (inspection 504) and requires a ladder in place for access to everything the inspector needs to see.

### Screening

Under the city's Community Appearance Board criteria, mechanical equipment must be screened by a compatible architectural treatment.

**Rooftop units need curbs or engineered stands**

Boca Raton Building Regulations Section 19-33(2) requires rooftop mechanical equipment that is replaced, altered or relocated to be secured on rooftop curbs or engineered stands for wind resistance. If your building has a rooftop package unit sitting on old rails, plan for the stand in the replacement.

A1A condos

## Cooling a Condo on Ocean Boulevard: Salt, Access and Flood Maps

Ocean Boulevard condos are the densest housing in the city and some of the oldest: 5,359 units with a median year built of 1974, according to the Property Appraiser. San Remo dates from 1967, Boca Towers from 1972 and Ocean Towers from 1973. Equipment in these buildings sits in salt air every day, and a condenser on a balcony or roof deck is exposed on every side.

For a beachfront unit we look at three things beyond the usual diagnosis. First, coil condition: salt corrosion on the outdoor coil is the most common reason a 10-year-old condenser underperforms here. Second, the air handler closet: water damage travels down, so we check the drain pan, the float switch and the line before anything else. Third, how the replacement will reach the unit, because elevators, loading areas and association work hours shape the schedule.

Flood zones change block by block on the barrier island. At our sample point at San Remo, FEMA's flood map shows Zone AE with a base flood elevation of 6 feet; at Boca Towers it shows the shaded 0.2% annual chance zone. Your building's zone matters when ground-level equipment is replaced, so we check it on the FEMA map before we plan the pad or stand.

About 42% of these units are homesteaded, which means many owners are not here in summer. If you manage a unit from out of state, text us photos of the thermostat and the air handler label and we can tell you what we are walking into before the visit.

Before you call

## What a Boca Raton Owner Can Check, and What Needs a Licensed Contractor

A few checks are safe for anyone and can save a trip. Anything involving refrigerant or live electrical parts belongs to a licensed contractor.

### Safe to do yourself

1. **Thermostat and breaker** Confirm the thermostat is set to Cool and below room temperature, and look at the AC breakers. If one has tripped, call before resetting it repeatedly.
2. **Filter** A clogged filter is the most common cause of weak airflow and a frozen coil in a closed-up condo.
3. **Drain and float switch** If the unit shut off and the pan is full, the overflow switch did its job. Clearing the line and resetting is often the whole fix.
4. **Outdoor clearance** Keep shrubs, hurricane shutter panels and balcony storage away from the condenser so it can move air.

### Stop and call a pro

- **Refrigerant work** Charging, leak repair and recovery require EPA Section 608 certification. A system low on refrigerant has a leak to find.
- **Capacitors and contactors** These hold a charge even with the power off. Testing and replacement is technician work.
- **Salt-damaged coils** Cleaning or replacing a corroded coil, and deciding whether it is worth it, takes measurement, not guessing.
- **Permitted replacements** Any equipment change inside the city needs a city permit pulled by a registered contractor.

Older homes

## What a 1960s East Boca House Asks of a New System

Boca Raton Square, Camino Gardens and the Riviera were largely built between 1955 and 1970. Air conditioning in these houses has usually been replaced several times, but the ducts, the return and the electrical service are often older than the equipment. Replacing only the box in that situation can leave the new system starved for air.

Before we size a replacement in one of these homes, we look at the duct system. ENERGY STAR estimates that 20% to 30% of the air moving through a typical duct system is lost to leaks, holes and poor connections. In a Florida study of 91 homes, return leaks averaged 10% of system airflow. New or replaced ducts in an attic are expected to carry R-8 insulation under the Florida energy code, which older flex duct rarely meets.

Refrigerant is the other question. A system manufactured before January 1, 2010 may still run on R-22, which has not been produced or imported in the United States since January 1, 2020. Those systems can be repaired, but each refrigerant leak gets harder to justify. Newer [R-410A](https://www.directcoolingfl.com/refrigerant-changes) systems are a different story: the EPA places no limit on using or repairing an existing R-410A system, so a sound one does not need to be replaced for refrigerant reasons.

Seasonal care

## A Year of AC Care on the Boca Coast

Coastal equipment works hard all year. This is the schedule we suggest for east Boca homes and condos.

March to May

[Tune-up](https://www.directcoolingfl.com/ac-maintenance) before the long cooling season: coil cleaning, drain line, electrical checks and a refrigerant reading.

June to September

Hurricane season. Check that the outdoor unit is secured to its pad or stand, keep the drain clear, and follow FPL's guidance of 78 degrees when home.

October to November

After storm season, rinse salt from the outdoor coil and look for loose fasteners and corrosion on stands and disconnects.

December to February

Second-home season. Test heat or heat strips before the first cool snap, and set the system correctly before you leave in spring.

**Who issues the AC permit for a home in Boca Del Mar or Boca West?**

Palm Beach County, not the City of Boca Raton. Both communities carry Boca Raton addresses but are unincorporated, and the parcel record shows municipality code 00. Inside city limits the parcel shows code 06 and the city issues the permit.

**Do I need a permit to replace the AC in my Boca Raton condo?**

Yes. Replacing the equipment is a mechanical permit with the city, pulled by a registered contractor, and it includes the city's replacement data form and an AHRI certificate. Your association may also have its own approval and access rules.

**Is the City of Boca Raton in the High-Velocity Hurricane Zone?**

No. Under the Florida Building Code, the HVHZ covers Broward and Miami-Dade counties. Boca Raton is in Palm Beach County, although the city still requires rooftop equipment to sit on curbs or engineered stands for wind resistance.

**My beachside condenser is only eight years old and already rusting. Is that normal?**

Near the ocean it is common. Carrier notes salt can carry up to 2 miles inland, and every A1A building is well inside that. Regular coil rinsing and inspection slow it down, and corrosion-resistant coils or coatings are worth asking about on a replacement.

**Do I have to replace my R-410A system because of the refrigerant change?**

No. The EPA places no limit on using or repairing an existing R-410A system. New equipment is moving to lower-GWP refrigerants such as R-454B, but a working R-410A system can be maintained and repaired.
