What a 2.5-Ton Change-Out in an Older House Tells You About West Palm Beach AC

If you own an older house in West Palm Beach and the AC is near the end, the change-out on our city record is a useful example. The city permit lists a Rheem system rated at 2.5 tons and 16 SEER with a 5 kW electric heat strip, installed in an older single-family house. In a house that old, the ducts, the air handler location and the AC circuit may all have been added after the house was built, and the job has to work around them.

Three choices from that job apply to most older city houses. First, size: a 2.5-ton system is modest, and in a house with original plaster walls and small rooms, a correctly sized system tends to run longer cycles and pull more moisture out of the air than an oversized one. Second, efficiency: the permit lists 16 SEER, and since January 1, 2023, a new split AC under 45,000 Btu per hour in Florida must meet 14.3 SEER2 under the DOE's Southeast standard. Third, heat: a 5 kW strip covers the few cold nights without a separate heating system.

The other city permit on our record, a mechanical sub-permit issued in 2022, was at another older house. Houses that old raise the same questions: where the air handler can go, whether the attic can take duct runs, and how to route a condensate line in a building that was never designed for one.

Historic districts

Cooling a House in One of West Palm Beach's 13 Historic Districts

West Palm Beach has 13 designated historic districts, from Old Northwood (1991) to Northwood Hills (2003). If your house is in one, the AC job has a few extra considerations.

Exterior changes need a Certificate of Appropriateness

The city requires a Certificate of Appropriateness for work that changes a historic property's exterior appearance. Moving a condenser to a new, visible spot, or adding a wall unit, can fall into that category, so we raise it before the permit, not after.

Houses without room for ducts

In a 1920s house with a shallow attic, ductless mini splits avoid cutting new chases through original walls. ENERGY STAR notes ductless systems avoid duct losses that can exceed 30% of cooling energy, and each indoor head needs only a 3-inch hole through the wall.

Existing ducts in tight attics

Ducts added decades after construction often run through cramped, hot attics. Florida energy code calls for R-8 insulation on new or replaced attic ducts, which older flex duct rarely meets.

Small multifamily buildings

Flamingo Park has 124 small multifamily parcels among its 482. Duplexes and fourplexes often share an electrical service, which affects the size of equipment each unit can take.

City Permit or County Permit: How West Palm Beach AC Work Is Permitted

A West Palm Beach mailing address does not tell you who permits your AC. Inside city limits the city does; in unincorporated areas like much of 33413, Palm Beach County does.

Check the parcel

The Property Appraiser's municipality code settles it: 74 is the City of West Palm Beach, 00 is unincorporated county.

City permit

For city parcels, the permit is issued by the city building division at City Hall, 401 Clematis Street, and appears on the city's eGovPlus record.

County permit

For county parcels, an AC change-out is a Type 1 permit and a new system a Type 2, through the county ePZB system.

Notice of Commencement

A Notice of Commencement is recorded with the county at the courthouse, 205 North Dixie Highway, when required; for a county AC replacement the threshold is $15,000.

Historic review

In a historic district, any exterior change goes through the Certificate of Appropriateness process as well.

Inspection and close-out

The work is inspected and the permit closed, so the record follows the house.

West Palm Beach Weather, Measured, and When to Service Your System

June to September

Average dew points of about 72.6 to 74.3 degrees. That much moisture is why a system has to dehumidify, not just cool, and why short-cycling oversized units leave a house clammy.

October to November

Storm season winds down. Rinse salt and debris from the outdoor coil and check that the unit is still secured to its pad.

December to February

January averages a low of 57.9 and a high of 74.7 degrees, with about 20.6 nights a year below 50, 2.6 below 40 and none at freezing. Test heat strips or heat pump mode before the first cold front.

March to May

Tune-up before the long cooling season: coils, drain, electrical and refrigerant readings.

Hurricanes Have Shaped West Palm Beach Since 1928

West Palm Beach was incorporated on November 5, 1894, after Henry Flagler platted it in 1893 as housing for hotel workers on neighboring Palm Beach, and it has been the county seat since 1909. Its storm history is long. The 1926 Miami hurricane caused significant damage, the 1928 Okeechobee hurricane devastated the city, and in 2004 and 2005 Frances, Jeanne and Wilma caused substantial property damage.

Palm Beach County is not part of Florida's High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade. That does not make wind a small issue. The Florida Mechanical Code requires exposed equipment to be anchored against wind, and the county's Building Code Advisory Board has published guidance on wind resistance of exposed mechanical equipment. A condenser that was never fastened to its pad, or a stand that has rusted through in lagoon air, is a storm risk we flag on any visit.

Salt is the slower problem. City Hall sits about 1.2 miles from the ocean across the lagoon, and Carrier notes that salt can be carried up to 2 miles inland. Our two city permits are both within about half a mile of the lagoon. Coastal coil care, and corrosion-resistant coils on replacements, matter across the eastern half of the city.
